“Attitude to driving is probably more important than the technical mastery. We get 17 year olds who have absorbed their parents driving for most of their life and who will toe the line and do what needs to be done until they have passed their test. But after that, who knows what kind of driver they will become?

“We have to be able to give candidates a choice of what kind of driver they want to be and we have to give them a reason to change.
